To begin, I do not, at this time have any detailed information. I'm actually typing this on my tablet because my computer is completely locked up and not responding to REISUB (which I've successfully used just a month or so ago). I'm hoping it's just taking it's sweet time, or someone might have a suggestion as to what I can do to get my system to restart without restorting to the power/restart button.
That said, I just installed a Radeon RX 5600 XT. I followed the wiki's articles on AMDGPU and Xorg. In particucular I uninstalled all packages with "nvidia" in the name, installed {lib32-,}{mesa,vulkan-radeon,llvm}, xf86-video-radeon, and the ones for video accelleration. I also got rid of all nvidia config stuff from /usr/share/X11/xorg.conf.d (I think it was), ran sudo X :0 -configure and move the resulting file into place.
I can start X and everything seemed okay. I ran Nier:Automata from Steam. The game launched, and I saw the loading screen (the thing with the text and scanlines that looks like a boot sequence). Then everything went black. That was 20 minutes ago.
edit1: Oh, and my 650W PSU is big enough for the thing.
edit2: Okay, I hit the restart button on my computer. I'm not testing the card in Windows 7 to make sure it isn't hardware related.
edit3: This seems to be hardware related since I'm getting similar issues with Windows.
edit4: Seems to be the result of a bad bios flash.
edit5: There may also be something else going on. It's too late to keep poking at this. I got another lock up, but this time with the unflashed BIOS and REISUB worked.
edit6 (solution): That was caused by a faulty card. I returned it for another one and this one doesn't have THIS issue.

Assuming sysrq are enabled and REISUB is not working I would suspect a hard lockup.
You installed xf86-video-radeon not xf86-video-amdgpu? You could probably have skipped creating a new xorg.conf.
I would suggest restarting and checking if anything is recorded in the journal.

Ack. No... I don't think it was radeon. I'm just about 100% sure it was amdgpu.
And yes, REISUB is enabled. Unless something happened to disable it, it should have worked.
I will check the journal after I confirm that it works in Windows. Honestly, when this happens, I'm always a bit scared that something might have happened to my data, so I'm procrastinating...
edit: This is probably hardware related.
