edit: Just found how to reproduce the bug at least on my system. It happens when I am using the stylus and touch the touchscreen at the same time regardless of what software I'm using. Just reproduced in krita.
It only occurs when using the stylus and then using the touchscreen, not the other way around. ex, Writing something then tapping the undo button while still writing.
Just bought a Dell Inspiron 7591 2-in-1 and having a strange issue with the touchscreen. When using xournal it will stop working only in that window but remain working in open windows until. Windows opened after do not work with the touchscreen.
The only way for me to fully regain use of the touchscreen without restarting is to use xinput to disable and then enable the device. Simply enabling it will not work.
In my Xorg.0.log here is this entry:

There were two bugs in this, one in xf86-input-libinput, and one in libinput itself.
The xf86-input-libinput bug was fixed in version 1.0.
The libinput bug was also fixed at some point - certainly by 1.18.
