If /etc/X11/xorg.conf.d/50-mouse-acceleration.conf does not exist

If the 50-mouse-acceleration.conf file does not exist, and I want to adjust my Logitech mouse's speed, will creating the file and filling it in help?

Yeah, that folder is by default completely empty, except for maybe "00-keyboard.conf" created by the systemd "localectl" tool.
