[SOLVED] KDE Plasma 5.18.2 shortcuts are partially not working

KDE Plasma Version: 5.18.2
KDE Frameworks Version: 5.67.0
Qt Version: 5.14.1
Kernel Version: 5.4.23-1-lts

After update shortcuts are working partially, e.g.

works
Alt + F2
Alt + Tab
Ctrl + Esc
Fn + any media key

does not work
Ctrl + Alt + T
Alt + `
Win + D
all custom

khotkeys is installed
removing ~/.config/kglobalshortcutsrc and ~/.config/khotkeysrc has no effect (logout + login after it)

I was create new user for test and shortcuts works fine. Removing ~/.config solved the problem

For me the Ctrl+Alt+T shortcut for konsole stopped working. I removed the "Launch Konsole" entry under "Application Launchers" from the "Global Shortcuts" settings tab, added it again, reassigned the custom shortcut to launch konsole and everything works as expected.

This I believe is much more convenient than removing the ~/.config folder altogether for most people.
