The monitor is LG 27UD58-B 4K IPS.
The video card is the integrated graphics of Intel i5 7500.
In the Display Settings, it shows Refresh Rate of 30.00Hz. And in the pull down list, there are only 5 options: 23.98Hz, 24.00Hz, 25.00Hz, 29.97Hz, 30.00Hz.
I think any monitors should be at 60Hz at least, right?
I did search on wiki and google, but can't find a good method, since Wayland is the one running on my PC, but those methods are all for Xorg.
Is there anyway I can fix it?

I also have a LG 4K monitor (but different model). Only one HDMI port is capable of 60Hz, so you could try the other HDMI port or the DP port and see if it makes a difference.

I tried the other HDMI port, problem is still there. And I don't have a DP cable right now.
Just checked on the LG website for this model, found that it supports 60Hz refresh rate, but they don't mention any difference between the ports concerning refresh rate.

You have to check you video adapter. It should satisfy at least with HDMI 2.0 standard to produce video image at 60Hz refresh rate. And same thing for HDMI cables and monitor itself.

You'll either need a "Premium High Speed HDMI Cable" or "Ultra High Speed HDMI Cable" (these are - *sigh* - the official version names… *SIGH*)
You can also try to add a modeline w/ reduced blanking: https://wiki.archlinux.org/index.php/Xr … esolutions (this will lower the required transfer rate and *can* get you into the - possibly undocumented - scope of your cable)

Thanks for your answers! It definitely can be the cable or the video ports of the motherboard (how could I be so blind).
Though I can't find the specs for the cable, I did find some helpful information for the ports and the monitor,
The motherboard is MSI B250M MORTAR. It's documents says
• 1 x DVI-D port, supporting a maximum resolution of 1920x1200@60Hz
• 1x DisplayPort port 1.2, supports a maximum resolution of 4096X2304@60Hz
• 1 x HDMI™ port, supports a maximum resolution of 4096x2160@30Hz(7th CPU), 4096x2160@24Hz(6th CPU), 2560x1600@60Hz
And the monitor supports 60Hz at max resolution only When HDMI ULTRA HD Deep Color is set to On(which I don't know how to set). However DisplayPort is good with the resolution and refresh rate without any condition.
So bear in mind that my HDMI cable in use may also be a bottleneck, what's the best solution for this problem?

Display Port. Not "best" - "only".
The maximum promoted pixelclock of the HDMI port is 362MHz (from 4k/30) and reduced blanking will only get you down to 567MHz - so the ouput is most likely already incapable of producing the signal.

As I plug in the cable, the refresh rate is automatically switched to 60Hz. Problem solved!
