Would like that Arch Linux Downloads page includes references to archived releases (had to download older iso for install with older kernel because of UEFI bugs). How can I report the issue so they add the section?

Add a Feature Request/General Gripe on the Project Arch Linux and Category Website on https://bugs.archlinux.org/ and use [archweb] or so prefix in the subject line

I don't see any reason for archived isos to be on that page. Archived isos are readily available from the arch linux archive already which seems a much more suitable place for them.

I don't think it'd hurt too much to add a link. The old releases page does exist already, and it might help people that were unlucky enough to run into an updated iso with a broken kernel.

The which page?
If this is about this page: https://www.archlinux.org/releng/releases/
Then you can already get them.

It's about adding that link to the downloads ( https://www.archlinux.org/download/ ) page, if I'm seeing right it's currently only buried in the side navbar on the mainpage, which can be easily missed if you happen to be in the situation that the latest ISO doesn't work for whatever reason.

The OP's link above is broken (it links to the prose text for the link title, which is meaningless). See https://bugs.archlinux.org/task/65958
That corresponds to my understanding, which I mentioned there. Seems reasonable enough.
