VNC - not all mouse buttons work

I have set up TigerVNC and everything works fine except the mouse thumb buttons (forward and back). When I press back or forward button on the mouse, nothing happens.
On the client, these buttons on the same physical mouse work fine.

On both client and server I have only one file in /etc/X11/xorg.conf.d/ to set up the keyboard, nothing for mouse there.

Running xev on the vnc server shows no events for those buttons. This makes me think it may be a vnc issue and not an x issue.
