You are not logged in.
It shows in every qt apps, like VLC, Qbittorrent, etc. I don't use it and it's quite ugly, so I want to disable it.
Set "gtk-enable-mnemonics=0" line on:
.gtkrc-2.0
.gtkrc-3.0
/home/USERNAME/.config/settings.ini
Didn't works for me. I'm using Gnome as DE.

This is handled by the Qt theme engine in use, what theme do you use for Qt and by which means is it configured? Disabling it for GTK should work afaik granted you are using the GTK Qt Theme what's your
echo $XDG_CURRENT_DESKTOP
