This wiki page says /usr and /etc must be on the same partition as / or mounted in early userspace by the initramfs, but i have not found any solution to use /etc as a separate partition. The mkinitcpio wiki page only talked about the /usr partition

Write a custom hook/wrapper that mounts it at boot, but why do you want to do this in the first place?

Imagine that you use dm-crypt and want to encrypt only partitions which can contain personal data.
