Chromium-vaapi hardware acceleration isn't as good as in Windows

When movie on youtube has 60fps 1024p acceleration doesn't work (checked in chrome://media-internals looking for MojoVideoDecoder). The processor works 100% and video is lagging. I installed h264ify to block 60fps videos and on 30 fps there is 70% processor usage(still very high), but acceleration is enabled. In contrary on windows the same movie uses just 20%.

When I turn off acceleration even 30fps 1024p is lagging, so acceleration does something, but it is still much worse then on windows and battery lasts shorter. This problem isn't just on youtube. Every video on Windows takes a few times less cpu usage.

I use optimus-manager and intel graphic(only this configuration is important for me), as video driver according to wiki recommendation I use modesetting.

Can you share the link to the video if it is public?
I hardly come across any H.264 video that would tax the CPU for more than 50% with hardware video decode acceleration.

Since you mentioned that you had optimus-manager, which GPU had you selected for media decoding?
