You are not logged in.
Following the Arch guidelines for systemd-homed, I've been able to successfully create new users. Whenever I try to log in as the new user, however, it tells me that the login is incorrect. I've tried at least three times with the same results and even waited for a systemd update to see if that made a difference. What could I be doing wrong? FYI, I'm not using a display manager.

Do you have the systemd-homed service enabled and running? How did you create your users?
Have you configured PAM properly? Posting your PAM config would be monumentally helpful.
Also, any relevant messages in the journal from systemd-homed?
# journalctl -u systemd-homed.service
More info will be helpful

Yes, I'd enabled systemd-homed.service.
No, I hadn't configured PAM properly; that (apparently) was the issue. When I attempted to configure PAM (the first time), I totally fouled it up and couldn't even log in as root, just as the warning said. Luckily, I have multiple backups of everything. After a fresh install, I tried it again. Copying and pasting the PAM configuration from the guidelines was the way to go. The user I created with system-homed is now active and working fine.
Thanks for your help.

That is what happened for me as well. Glad you got it fixed.
