CPU Frequency doesn't scale down

Hello all!

Since the beginning of june I have problems with my CPU frequency scaling. I'm using a Lenovo IdeaPad U41-70 with an Intel Core i5-5200U for some years. I'm not sure at which exact point it started not to work, but it have to be in the last week or earlier.

Right now, the CPU frequency is nearly constant at the upper border. It is somewhere between 2.35 and 2.5 GHz and it doesn't go down. Even when there is nothing to do. Right now, with some windows open, all cores are between 20-40% load.
I'm using the hardened kernel, but also tried to standard kernel, which makes no difference. Today I downgraded my kernel and Intel ucode packages to the last versions of may. But it doesn't fix the problem.

It looks like it is a problem with intel_pstate: After I disabled it per kernel boot parameter and changed the cpu governer to ondemand, the frequency goes down automatically. Was there a change in intel_pstate which might causes this behavior? But then it is strange, because downgrading the kernel didn't have any effect...

Anyone know something about this?
