Is home mounted cleanly on the next boot?
Yes.
I read somewhere there a RAM shutdown process spawned by systemd. If so, perhaps that is trying to umount regardless of status.

If the lsof systemd script continues to fail, just post the output of lsof before shut down with no active applications running. It will give us a hint maybe.

This is maybe not the case, but do you have geoclue installed?
It seems to hang after logout and it’s not a service but an autostart at ‘/etc/xdg/autostart/geoclue-demo-agent.desktop’.

I have since changed my fstab for /home and haven't experienced the bug. Not a real fix but it has rebooted and shutdown 4 times now without throwing the error:
old:
LABEL=home /home ext4 noauto,x-systemd.automount 0 2
new:
LABEL=home /home ext4 defaults 0 2
