Change scroll speed using libinput

Is there really no way to alter how many lines you scroll at a time?
I tried using imwheel, with ghastly results.
libinput(4) doesn't show any options for it.
I just want to scroll 3 lines at a time instead of 1.

If done using imwheel, multiple inputs apply to things other than pages just because the target window has focus.

Isn't that sort of stuff application specific?
Also, mouse scroll or touchpad scroll? Mouse scroll is just a click of the wheel button.
