I have just set up ssh to access my desktop from my laptop. The connection works OK but I'm hoping to improve on the login experience with a banner. I am just testing so far the default /etc/issue but the escape codes are not working. When I ssh from the client side, the banner still looks generic:
Arch Linux \r (\l)
What am I missing?

Are you saying it doesn't parse the backslashed variables at all, and displays them as they are?
I don't have an Arch server, but my Debian server does not seem to be displaying /etc/issue at all when I log into it with ssh - it displays /etc/issue.net, but then also something more.
You should check both your man pages and configuration for sshd, look for various Banner and PrintMotd options.

Just checked. Agetty doesn't function with ssh login but only with TTYs.
