and it still works under CLI mode (by emacs -nw), I wonder how could I fix this problem?

I'm running Budgie on X11, and I'm seeing the same issue with emacs after upgrading today.

As @expye suggested, falling back to libx11 1.6.9 fixed the issue for me.
