Steam overlay using 24 hour time, but desktop isn't

I'm using KDE Plasma v5.19.4 and my system clock is set to use 12 hour time. The only thing that doesn't reflect this change is the Steam overlay, which displays 24 hour time. I'm using Steam v1.0.0.64-1.
