VA-API on Radeon HD 2000 and newer GPUs is supported by libva-mesa-driver.
VDPAU on Radeon R300 and newer GPUs is supported by mesa-vdpau.
Looks like your card is not supported by libva-mesa-driver, try removing that package so vdpau is only option for HW accel.
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.
clean chroot building not flexible enough ?
Try clean chroot manager by graysky

We've had that in your last retroarch thread, this really is just a very weak card, you aren't going to get much further via software means here.
We are talking 2004 here... I'm slightly surprised you seem to manage quite well for a few years already but you really can't expect much from this, it's unlikely that has any form of video hardware acceleration (afaik earliest hardware that has this is around ~2008ish)

I have faint memory of specifically the radeon module having issues in some recent kernels (5.4ish if memory serves me?) maybe try some linux414 or so (might be a pain to compile on the HW, there should be some binary repos, https://wiki.archlinux.org/index.php/Un … rchlinuxcn has a few of the older kernels/LTSs packaged)
mesa might be a possible culprit, but afaik the r300 driver is pretty isolated and shouldn't have seen many impactful changes.
Do you get any error messages in xorg/kernel logs (e.g. after the blackscreen glxgears)?

i have noticed that if i Turn vsync off, mpv, vlc and glxgears work, but retroarch is unplayable (too slow).

The userguide for your mobo[1] does mention it has onboard VGA .
The VIA P4M890 northbridge should provide that[2]
In the bios goto Advanced > Chipset .
What is set for 'Primary Display Adapter' and 'VGA Share Memory Size' ?
Also please post lspci -knn .
