Since last sunday I'm experiencing exactly the same issue as post: . But, after doing the indicated steps but many in this awesome forum little has changed. So I'm doing something really bad!. So thank you in advance to any help.
First, this is a machine I use for downloading and file server with samba, so of course I can wipe out the partition and re-install again for for educating purposed I want to solved this out.
The problem appear last week doing an unattended pacman installation of several software packages (yes I know, a bad idea!).
The simptons is that on screen after grub initial choice:
Loading Linux linux ...
...and this hangs forever....
So what I did is edited the grub menu and eliminate 'quiet' and increase the verbose level. I obtained a KERNEL panic - not syncing: VFS: Unable to mount root on unlock(0,0)
No matter what I do with a new arch ISO this situation doesn't change. Please see below and image that shows the kernel panic code.

To summarize what I did so far with the 1st of august ISO (which has kernel 5.7.11)
I re-installed grub from arch iso and a summary of what I did is this:
Mount the /dev/sda1
arch-chroot that mount and then:
rm /var/lib/pacman/db.lck
pacman -Syyu
pacman -S grub linux mkinitcpio
Then I regenerate initramfs using:
mkinitcpio -p linux
and since I use grub in that specific mobo I use:
grub-mkconfig -o /boot/grub/grub.cfg
grub-install --target=i386-pc /dev/sda
And the I restart.
I want to stress out that I did the above in different reboots. And pacman installed a new updated kernel, now 5.7.12 as you can see in the image. Nevertheless /boot directory contains the kernel (vmlinuz-linux) and the initramfs.img file image.
/etc/default/grub is unedited, and running grub-install completes w/o errors

Thank you loqs for your prompt answer. The funny thing here is that /boot/grub/grub.cfg doesn't exits. The whole directory grub is non existent.
I can't boot....so how to issue those commands?

Execute the commands from the installation media. Also from the installation media mount the system's filesystems to /mnt as you did during installation. Then what is the output of
findmnt /mnt
find /mnt/boot

UUID are fine, in this case SDA has UUID as "9bdec9ed-7379-4d8c-90cf-40666c415190" and everything points to SDA1 where the active partition resides and not the other hard drive (SDB) that does no have a boot partition or a root filesystem.

If for some reason on your installed environment gets initialized the other way around, it does not matter that sdb has no boot partition, it will still try to mount /dev/sda1, even it it is what is sdb1 on the live disk.
try replacing
linux /boot/vmlinuz-linux root=/dev/sda1 rw acpi_enforce_resources=lax loglevel=3 quiet
with
linux /boot/vmlinuz-linux root=UUID=9bdecSed-7373-4d8c-90cf-40666c415190 rw acpi_enforce_resources=lax loglevel=3 quiet

Actually, the problem might be a missing initrd entry. You said you have run
mkinitcpio -p linux
but your grub.cfg is missing:

initrd /boot/initramfs-linux.img
[/cfg]
Try adding these after the kernel like that I just asked you to replace. Also check if /boot/initramfs-linux.img exists.

Thank you metabuble...I'm on my way of performing these actions...
But the first striking thing is that:
/boot/initramfs-linux.img does NOT exists.
but what we have is
/boot/initramfs.img
as I pointed out in my first post.
Somehow, mkinitcpio ouputs initramfs.img and does not rename it?

...did not help, exactly the same behavior. We obtain a kernel panic.
Interestingly, /etc/mkinitcpio.d directory has only a file called "linux.preset" which has no contents, a zero length file.

Adding initrd command into grub.cfg did the job. The machine booted.
Now, a listing of kernel 5.7.12 in the grub directory is now:

Still, I don't know why /etc/mkinitcpio.d was not deleted by the batch file 'mkinitcpio' when I proceed with:
