How to see values from pacman hook about sysctl settings

I updated and noticed some pacman hook output

:: Running post-transaction hooks...
( 1/12) Creating system user accounts...
( 2/12) Updating journal message catalog...
( 3/12) Reloading system manager configuration...
( 4/12) Updating udev hardware database...
( 5/12) Applying kernel sysctl settings...
Not setting net/ipv4/conf/all/rp_filter (explicit setting exists).
Not setting net/ipv4/conf/default/rp_filter (explicit setting exists).
Not setting net/ipv4/conf/all/accept_source_route (explicit setting exists).
Not setting net/ipv4/conf/default/accept_source_route (explicit setting exists).
Not setting net/ipv4/conf/all/promote_secondaries (explicit setting exists).
Not setting net/ipv4/conf/default/promote_secondaries (explicit setting exists).

What does this mean? Are settings from my packages overriding what the Arch packager wants to use? How can I see that settings pacman wanted to apply?
