Webcam not turning on in Google hangouts

I'm trying to hind out why my webcam doesn't turn on when I join a Google hangouts

It worked before but for some reason it's no longer turning on.

So far I've tried going to a website to test my webcam and it doesnt turn on. I also tried a method I saw to use vlc in the terminal to turn it on with no luck

Is it possible something changed and now my user doesn't have permission to access the webcam?
