Whenever I connect my laptop (HP EliteBook 850 G5) to an external Lenovo docking station via the USB-c port (to use an external monitor), one of my CPU cores is stuck at 100%. In htop the core is red, so it means is something kernel related.

It's the docking station or the external usb-c monitor causing this high cpu load? verify it with powertop while unplug/plug your devices.

There is probably a device causing a lot of interrupts. That can cause a lot of load one CPU core. This will show up as a red color in htop without there being a kernel thread.
You can find out details by looking at "/proc/interrupts". Run the following and see if there's a number somewhere that is increasing a lot:
watch -n1 cat /proc/interrupts
You might have to maximize your terminal window and reduce font size to make it all fit on one screen.
If you do find a number that is increasing fast, you can find a hint about what device it is at the end of line.

Can you find something using "IRQ 9" in the output of "lspci -v"? The following command line does a search:
lspci -v | perl -n00e 'print if /\bIRQ 9\b/'

I'm trying to find interesting stuff about IRQs etc. but I'm failing. Apparently for your machine there's no driver assigned to that interrupt line 9? I then don't know what to do next. I tried finding out if it's maybe possible to manually disable a certain interrupt line but apparently there isn't from user-space.
