I doubt that systemd will somehow check the GPU status before moving to the graphical.target
If you're ok w/ the early KMS solution, please always remember to mark resolved threads by editing your initial posts subject - so others will know that there's no task left, but maybe a solution to find.

Nothing in this thread has been relevant to your actual problem other than adding i915 to mkinitcpio.conf for early KMS. The discussion of the "systemctl is-active" check is worth considering in general, but even that is not directly related to the present issue. Everything else in this thread just seems like a mixture of either useless or potentially problematic.
