I've connected my mouse Logitech MX 3 Anywhere mouse to my Dell XP3 13 using bluetoothctl and all is working fine.
I also installed the bluetooth manager GUI which reports:
connected
Received signal strength 100% (too much)
Link quality: 100%
Transmit power level: 100% (very high)
I presume these stats mean that my mouse will run out of power far more quickly than it needs to. In which case is there any way of changing power settings?
BTW: I've a few other devices and they all report "optimal" power settings.

I take it that you cant control power settings for a bluetooth device?
Is it possible that the mouse is defictive?(i've message logitech to check this...)

Nothing to worry about. You're mouse is perfectly fine;)
You won't run out of power anytime soon, if the power is full that is.
Powering down the TX isn't possible(as far as I know) like you can with WIFI.
These values you see '100% - too much/too high' are okay your mouse is probably close to the controller/receiver.
My MX3 shows the same values...
