PHP Intl - Unable to load extension

Hi!

I tried to set up a local Contao instance, which fails because Contao needs the PHP Intl extension to be running.
I installed php and php-intl packages and uncomment the 'extension=intl' line, but it does not seem to load. I have restarted multiple times, but I am out of knowledge.

I am using Xampp 7.4.11/PHP 7.4.11 with Apache Web Server.
