KDE configs not loaded/saved properly

I run KDE Plasma Version 5.20.2 and have various issues related to KDE configs. For instance, changes made to panels are not saved. Sublime Text preferences are also not saved. KDE wallet keeps asking me on login to give nextcloud access permissions, although I have set it to have permanent access. I have configured the desktop to place icons on the right, but upon login, they are on the left. Once I click on the desktop they jump to the right. I thought it might be related to bad access permissions of the .config directory, but they are okay. Any thoughts?

PS: I suspect this is unrelated, but the global menu also does not seem to work well. Sublime text does not have a global menu upon start, but sometimes it shows up eventually, typically after a native KDE app has been opened. Chromium behaves similarly.

Sounds like your session/dbus isn't properly started. How do you log into plasma/starting the graphical environment? What's your output for 

loginctl show-session $XDG_SESSION_ID
systemctl status

Looks normal. Did you ever start a graphical application as root that you shouldn't have? What do the permissions on your .config look like? 

stat $HOME $HOME/.config $HOME/.config/plasmarc

Did you play with environment variables here like $XDG_CONFIG_HOME or so ?

I seem to vaguely remember that I once opened something as root and got a complaint from the system, but unfortunately I do not remember which application it was. Otherwise I do not think that I have  (consciously) modified $XDG_CONFIG_HOME

So I wiped KDE and started from scratch. Things now work well. Thanks again for your help nonetheless! The issue with the global menu persists, but I assume that's not a matter of my system only.
