Opera/Chromium using default X cursor

I recently reinstalled my system and both Chromium and Opera are using the default X cursor rather than my chosen cursor theme.

I don't use a desktop environment so I'm setting all the theming using XDG and GTK settings files.

All my cursor themes are installed in the global /usr/themes directory so there's no issues with local themes not being found.

My global GTK2 configuration is

gtk-icon-theme-name = "Chicago95"
gtk-theme-name = "Chicago95"
gtk-font-name = "Unifont 4"

My global GTK3 configuration is the same.

I have no local configuration files because I'm the only user.
