Plymouth not showing shutdown or reboot screen

I recently installed Plymouth from the AUR and set all the proper GRUB command line options, as well as the mkinitcpio hook as per the wiki. Plymouth works excellent on start up, but it does not display splash screens on shutdown or reboot. It appears all the proper files are there in systemd, for example reboot.target.wants contains plymouth-reboot.service. On Kernel 5.9.14. Any help would be greatly appreciated!

I've only recently started digging into this, and thus I could be wrong, but there may be a longstanding issue between plymouth/systemd/LVM/mkinitcpio|dracut where the pivot into the unpacked initramfs in /run fails and causes everything to to be restarted/mounted/unmounted which prevents the splash.

It's annoying but definitely less so than the no-password prompt for encrypted login. As I've resolved that, my attention has switched to this issue and I'll reply with anything useful I find.

I'm using dracut but there definitely seems to be some overlap with mkinitcpio between some of the bugs.
