[SOLVED] Error in wiki (or my mistake)? - chroot directories

I am (slowly but surely) learning how to become the maintainer of an orphaned AUR package.

I am following the steps in the DeveloperWiki:Building_in_a_clean_chroot#Setting_up_a_chroot wiki section, but it refers to ~/.makepkg.conf, which doesn't exist when I follow the instructions:

Edit ~/.makepkg.conf to set the packager name and any makeflags.

I suspect that it should instead say:

Edit $CHROOT/root/etc/makepkg.conf to set the packager name and any makeflags.

Am I correct?  Should I correct the wiki?  Or have I misunderstood something?

Makepkg#Configuration makepkg will use ~/.makepkg.conf if it present.
