I have tried Counter-Strike Source and it works fine but Counter-Strike does not. I also tried it on fresh install of arch linux and it is the same.
My System:
AMD Ryzen 5 PRO 4650G with Radeon Graphics
Arch Linux with 5.10.11-arch1-1 kernel

That error message is inconsequential and can be ignored.
Does https://github.com/ValveSoftware/steam- … ssues/4768 apply to your system? How exactly did you install and configure Steam?

Moreover Counter-Strike Source work fine with same message https://pastebin.pl/view/29c11930
but Counter Strike does not
The steam was installed as usual, I have enabled the multilib repository and installed the steam package.
I also have installed packages for AMDGPU by arch wiki
Install the mesa package, which provides the DRI driver for 3D acceleration.
For 32-bit application support, also install the lib32-mesa package from the multilib repostory.
For the DDX driver (which provides 2D acceleration in Xorg), install the xf86-video-amdgpu package.
For Vulkan support, install the vulkan-radeon package. Optionally install the lib32-vulkan-radeon package for 32-bit application support.
Support for accelerated video decoding is provided by libva-mesa-driver and lib32-libva-mesa-driver for VA-API and mesa-vdpau and lib32-mesa-vdpau packages for VDPAU.

I am not sure, but maybe installing multilib/steam-native-runtime may help?

Fixed by this way:
right click on CS game - Properties - Compatibility - check Force the use ... I selected Proton 5.13.5
then Steam installed something and I could play
after that I unchecked Force the use of Proton 5.13.5
then Steam again installed something...
so now game works as usual without any additional settings.

That's not really a fix, you're simply starting a completely different program.
