What operating system are you using? All of these are old versions and that blender package definitely doesn't exist in that form on Arch Linux

It could be a cuda version problem. Currently I have this cuda version in my machine:
nvcc: NVIDIA (R) Cuda compiler driver
Copyright (c) 2005-2020 NVIDIA Corporation
Built on Mon_Nov_30_19:08:53_PST_2020
Cuda compilation tools, release 11.2, V11.2.67
Build cuda_11.2.r11.2/compiler.29373293_0Have you got cuda installed?
EDIT: I think I misunderstood the post.

Looks like that blender version may come directly from upstream .
Have you tried https://aur.archlinux.org/packages/blender-2.7/ ?
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.
clean chroot building not flexible enough ?
Try clean chroot manager by graysky

'nvcc' needs to be in PATH (and accessible by blender).
Edit: Never mind... you're using an outdated version (2.79). Can't tell anything about it.
