The swap partition is not the problem, but that the system takes so long (during the boot) to get there.
It's not clear what causes this, though and it apparently also wakes up out of hibernation fastaaathanwindows™ (windows does not really shutdown by default since windows 8)

Have you checked the active CPU frequency and disk performance? (inb4: "man dd")

I tried this yesterday (I followed the wiki):

stress --cpu 4
stress: info: [4313] dispatching hogs: 4 cpu, 0 io, 0 vm, 0 hdd

And it was stuck it never completed I left the laptop powered with that exectued command but it did not return nothing

It's a stress test. All it does is bang your CPU - *hard* - while it's running.
The point was to run that and re-check the CPU frequencies to see whether they scale up as expected or are stuck in the low frequency.

Before somebody gets mean to a kid:
How old are you? (bracket is enough, <14, 14-20 or older)

In youtube there's a video of HP Elitebook 2570p BIOS menus.
Well known that in a computer some BIOS settings might cause problems.
I'm not expert on these, but Fastboot caught my eye.

I'm a girl..by the way it's a problem of hdd..I did a fresh install of archlinux and tried to load the firmware directly with efistub and I also created a startup configuration file because when I first installed archlinux with uefi I lost all the configuration and it wouldn't load the system. By the way I had problem with the installation and set the system in legacy mode and I installed archlinux with bios..now it loads a bit faster (I've installed lxde).

Can you post an updated journal for comparism?

If you have measured the disk performance before the re-installation you could compare it to the current performance.
Also if you happen to have some old "fdisk -l", running an MBR partition in UEFI mode could explain the slowdown.

When I first installed UEFI I partitioned the disk and I set it to gpt.
Now I've installed the system to a dos partition.

The journal however shows a significantly faster boot process, ~3 seconds to the swap activation and ~4 until the multi-user.target is reached.
Unfortunately, w/o access to the previous installation, we'll not be able to figure what exactly caused the slow disk behavior (nor it's prevalence)

What if it was the de? I had plasma with all kde applications (I only removed the games and the one I didn't need but I kept akonadi to use kmail, google drive and other programs)

The desktop environment is started much later.

It likely started slower as well (because we assume your HDD moved slow) but looking at http://ix.io/2PiK the boot begins at 17:57:26 and the multi-user.target is reached at 17:57:40
That's ~14 seconds *before* any considerations of a graphics server or desktop environment.
