I'm trying to prevent kodi from updating and used the IgnorePkg in pacman.conf, but doesn't seems that have any effect.
I edited pacman.conf:
IgnorePkg = kodi-x11,kodi
#IgnorePkg =
IgnoreGroup = kodi
After I save the file and trying to upgrade kodi is there for upgrade again.

The list should be whitespace separated, so replace the comma with a space. There is no 'kodi' group, so your IgnoreGroup line doesn't achieve anything.

For multiple packages use a space-separated list, or use additional IgnorePkg lines. Also, glob patterns can be used.

Considering the number of add-ons the latest KODI release breaks,
I have to wonder how it got into the upgrade stream in the first place.
Is there a reason why its that tightly bound to the Arch upgrade process?

Arch always ships the latest releases that upstream marks as stable.
Kodi 19 is the latest stable release, if you have issues with that then complain to the Kodi devs, it isn't a problem with Arch.

The way Arch handles packages is the reason why. There are no partial upgrades. You can always use alternatives like flatpak or snapd.
