Kodi 19 Matrix switched from python2 to python3. Even though it's nice to see upgrades, this upgrade broke almost all addons on kodi. Say I wanted to rollback to Kodi 18.6 Leia until addons are updated for kodi 19 matrix is that even possible?

You can downgrade using ALA or your own cache. At some point, it will stop working/might require you to rebuild the old version yourself against a shared lib.

I faced a similar problem when installing Arch from the ground up with Kodi 18.9.3 and I believe your situation is very similar.
In my specific case, I downloaded these packages...

Your case might differ slightly and most likely doesn't require the python2 libraries. Anyway I installed those in the order mentioned with "pacman -U <package>". For the package "kodi-18.9-3-x86_64.pkg.tar.zst", I had to use "pacman -Udd" so it would ignore a "KODI-BIN' dependency which I couldn't understand how to satisfy.
These steps allowed me to get Kodi working with the addons I needed.
You might come across different dependencies which will require you to understand how to solve them.
