I have been wondering about this. By default, pacman and abs make use of the /var directory, which normaly is within the root partition. But this is not such a greate idea because with the cache of pacman, the / can be filled up quickly enough. I understand that one can adjust the location of the cache or setup /var as a seperate partition but the default behaviour is a big questionable.

/var is the correct location for pacman's cache and abs directory. The /var directory is intended for files that changes frequently and that's the case with abs and the cache. About the space issue, they do take quite some space but changing the location won't change that. If / gets too full and there's no room to put the cache or abs on another location/partition, then you'll just need to clear it more often or perhaps uninstalling unused packages to get some space back.

Out of curiousity, where would you put it?
