Pacman -Syu always re-downloading database (possible regression bug?)

I just did a system update and I noticed that now if I run pacman -Syu, it seems to always re-download the database.  I ran it several times in a row just to be sure there weren't new updates being pushed.  I'm thinking one of the updates I installed may have introduced this bug.

Is anyone else experiencing this?  If this is a bug, I'd like to report it but I want to make sure it's not something on my end first.

Sounds like a bad mirror. Try a different one.
