Hello,
I have a problem with Chromium, after update 88.0.4324.182-1 -> 89.0.4389.114-1, Chromium behaves very sluggishly.
It doesn't happen immediately, for the first 2-3 minutes after I open Chromium it works normally, but after I open some sites like Gmail, Youtube etc. and after a few minutes everything slows down to a crawl (scrolling, website content etc).
Chromium output doesn't suggest anything relevant, it's the same with 88 and 89.
I'm using nvidia proprietary drivers and I suspect it has something to do with them. Did anyone experience something similar?

FLoC ("Federated Learning of Cohorts") is also a new feature in Chrome/Chromium 89. I am not sure if it can cause bad performance like you are observing, but it cannot hurt to check your browser's FLoC status: https://amifloced.org/
My Chromium runs normally, but I use AMD.

Whatever it was, it was fixed with nvidia 465.24.02 and chromium 90.0.4430.72-1.
