Arch on External HDD, PC doesn't shutdown

Hi everyone,
i'm a new Arch user.
I've installed Arch on my old internal hard disk (now converted into an external hard disk through a case);
when I try to shutdown, my Laptot doesn't shutdown (it's like it hibernates and it doesn't shutdown until I press the power botton) and the hard disk doesn't power off until I disconnect the wire.
Should anybody help me to find a solution?

How was the disk connected when it was internal ? And how is connected now ?

It's a HITACHI HHD SATA 3.0gb/s SV 700mA, now used as an external disk throught a simple case with a wire SATA/USB 3.0.

I'm not sure, but I think I read a post somewhere in the fora about the same problem, with a hard disk in USB. There might be an option to change to the kernel.

I tried to launch Arch connecting the external hard disk to another laptop (with another Linux distro installed in its internal hard disk) and I can shutdown normally so I don’t understand what’s wrong.
I have this problem with my ASUS Vivobook;
I’ve installed Windows 10 on the internal SSD (alongside the windows bootloader), Arch and Grub have been installed on the external hard disk.
I can close the session and reboot the system normally, I just have this issue when I want to shutdown, I’m forced to power off pushing the power button of the laptop.
