My institution changed their VPN access and now require the Aruba Virtual Intranet Access client which is only available as rpm or deb packages. I downloaded the deb package and converted it to a tar.gz with
archalien via-4.1.0-2012076.Ubuntu16.04_amd64.deb. Trying to install it with
pacman -U via-4.1.0_2012076.ubuntu16.04-1-x86_64.pkg.tar.gzresults in an error

I'm guessing you tried https://aur.archlinux.org/packages/archalien-git ?
Upstream hasn't updated in almost 4 years and there were several changes in the filesystem setup since then.
I suggest you try https://aur.archlinux.org/packages/debtap instead .
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.
clean chroot building not flexible enough ?
Try clean chroot manager by graysky
