How to change native layout at login

Hey! When I log in, I have a native national keyboard layout, and the password is in English. To enter the password, I need to change the layout with the mouse, and the keyboard shortcut does not work. The fact is that the mouse sometimes does not work and it is not possible to enter the system. How do I make the default English layout? Or was it possible to switch? Thank you.

He needs to fix that at the login level, the relevant question is the display server.

For anything that's not GDM/wayland, see https://wiki.archlinux.org/title/Xorg/K … tion_files
GDM might apply the X11 config even on wayland if you use localectl to configure it, but i don't know that for a fact.
