how to manage /etc files on multiple devices

I'm searching for a way to best manage my /etc files, similar to how I manage my dotfiles (currently with a bare git repository, maybe later i try gnu-stow or chezmoi). As I found almost no resources for this, I'm just wondering if there is a reason.

Is there a way to manage everything on your system (like vconsole.conf, locale.gen, X11, pacman.conf...) without editing /etc files. Or is it in general bad practice to modify /etc files.

And if not, do you just manually configure all your files. (I only use one laptop, and maybe a WSL, if i have to use windows)
