my time settings are making me insane. I got twisted a little bit upside down so I applogize for silly questions. At this point, the wiki doesn't help me. So I would ask for some help.
In the BIOS of my laptop the hardware clock says 12:59:48. However, in Arch I see:
hwclock --show

Thank you I tried both before. Unfortenunately I cannot change the BIOS to UTC it is somehow locked even when I enter the correct bios password, the time settings cannot be changed. Thus I'd prefer to change it in Arch but this doesn't seem to solve the problem:

Is that not correct? Also enable ntp to keep the time synced.

Nope, now it is UTC is
Universal time: Thu 2021-06-03 12:42:20 UTC where it should be 11:42:20 according to https://time.is/de/UTC

Would this change anything different but some (milli-)seconds?

This sounds as if something™ syncs the HW clock to CET (12:00 CEST is 11:00 CET) and that gets interpreted as UTC what moves CEST to 13:00
If you do have a parallel windows installation, something™ was coded in Redmond, WA - you've to fix that.
Otherwise just set the HW clock back to UTC, sync the time from NTP w/ either netpd or timectl and have it set the HW clock as well.

I'm not sure what the problem is.
1. Is the universal time that your system shows correct? Or does it need to be set?
2. Your system shows that your local time is 2 hours ahead of universal time. Is this correct? Or is that where the problem lies?
3. Or is the problem that you expect your hwclock to read the same as universal time?

I am sorry, I completely missed that one. You are right. I am running a dual boot. Sorry for the confusion. Thus, I expect the solution suggested in the WIKI, configuring Windows to use UTC, would solve the issue? I will try that right away.
