Recently, I got the issue that the keyboard layout is different on the very first Gnome login after the boot process. Normally, I would use the German QWERTZ-keyboard layout. But on the very first login, it is a QWERTY keyboard. I suspect the unknown keyboard is an US keyboard layout as I set my locale to en_US. However, the US keyboard layout is not installed on my system and after I logged into my desktop the keyboard layout immediately changes to the German one. Even if I log out from Gnome, the German keyboard retains on the login screen. The US keyboard only appears on the very first login.

I assume we're talking about GDM?

Thanks for your solution. The localectl command did the trick.
I was sure the US keyboard would not be on my system since it was not listed in the gnome-control-center.
