[Impossible?] ctrl:swapcaps and caps:menu together in xorg.conf

I want my physical caps lock key to send a ctrl keycode, and my physical ctrl key to send a "menu" keycode.

I tried creating a file in /etc/X11/xorg.conf.d with "XKbOptions". ctrl:swapcaps and caps:menu worked fine independently, but when I put them together only the former worked, and the latter was ignored. Is there a way to get them both working, or do I have to use something else like Xmodmap?

I couldn't work it out, so I just combined ctrl:swapcaps with Xmodmap. I had to add a sleep pause to Xmodmap, but it works okay.
