Docker-compose can't seem to handle python

I am trying to use docker-compose to install a program,  but it seems to interact badly with python install. The relevant code snippet is down below some similar errors appear afterwards, though I think they arise from the first one.

Any ideas what could cause this?

I resolved with the same answer that here: https://bbs.archlinux.org/viewtopic.php?id=263197

sudo systemctl stop docker
sudo systemctl start docker

Does your mistake remain after that?
