Deluge: daemon (headless mode) does not start properly after reboot

Ok, this is a weird one.
I've been using deluge for over a decade now and for some weeks, I have been unable to use it consistently.
This is what happens.
Mind you, this is a headless setup, so: Install deluge, start and enable deluged and deluge-web: All administration is performed via the web UI.
Install deluge, default settings, not even changing the default web password.
I download any torrent, to the default downloads folder and after a reboot or a daemon restart, I am unable to comunicate with the daemon.
The web-ui reports it to be offline.
The systemd unit reports a running state, so does the deluge-web one.

Usually, I dont get any debug at all.

Previous setup was highly configured: Enabled plugins, changed default paths, download to NFS directories: I thought some of those settings were messing with deluge but now I tried on a fresh setup on the same machine: Removed the software, deleted deluge user and group, and deleted the home directory so I made sure I was starting fresh.

I really don't know what to do or how to troubleshooti it any further. It's a complete mystery.
