Issue with usb cannot enable maybe cable is bad?

Hi,

I have a constant message showing up:

usb usb(number)-port(number) : cannot enable. Maybe cable is bad?

This is happening over several Linux distributions, including Arch (all live distros). It blocks from starting the computer fully.

I found a rather weird workaround: Start the computer (no live distro) with Windows, then shut it down. The next start (with a live distro) will work. The following one (i.e. the second one) may fail.

Failure is inconsistent. But this problem resolution everytime. Restarting first Linux (even another Linux distro) will not work.

What is going on? How can I solve this?

What device is on that address? Does it use a cable?

I boot from a live USB. I suspect it is about the USB port. The message comes with (initramfs) at the beginning of the line.
