I thought this problem was related to the nvidia driver causes kernel panic problem because my Nvidia X Server Settings and Nvidia fans stopped working around the same time.
But, I've updated the system to the latest and Nvidia 470.57.02 fixed that problem. My Nvidia X Server Settings works and the fans are enabled but, do not run.
Here is what I can see in the boot log:

Got the fans working yesterday. About all I can say is it had something to do with the xorg.conf file.
