I have a DELL Inspiron 5502 and the touchpad in question is "DLL09D9:00 04F3:3147 Touchpad".
I'm using KDE Plasma and libinput with the latest 5.13.9-arch-1 kernel.
Occasionally, the pointer of the mouse (whilst using the touchpad) becomes 'slow to respond'. It's a feeling that you have drag your finger really hard for the pointer to move like it has a big weight on it.
Changing the touchpad's acceleration profiles (both from KDE's settings GUI and with xinput set-prop) does not change the problematic behaviour at all.
I have not managed to track when this happens. I've used htop, iotop and tried to stress several times my computer (using benchmarks and what-not) to figure out if it happens under heavy load, but it can still happen when idle.
Looking at journalctl for logs I haven't found anything suspicious that could cause the problem. The only thing I've found is this line from the Xorg log:
event9 - DLL09D9:00 04F3:3147 Touchpad: client bug: event processing lagging behind by 13ms, your system is too slow
The system was idle at the time.. I've tried to search what the specific line means but could not find any relevant information on whether this is at fault and how to fix it.

I've also tried changing distros (to OpenSUSE) but it happens there too. I'm not sure how to continue on solving this problem, any ideas?
