There's absolutely no indication that you've ever successfully added writing permissions for the device to your user.
The data you did provide contradicts this and the link you claim to have followed is useless itr.
If your user cannot write the into the device, this cannot work regardless of wine or vm (except maybe a vm passthrough and even then i'd not blindly bet on that)

VM passthrough doesn't care about linux udev permissions, because it bypasses the host entirely. That's the whole point of passthrough that the VM gets direct access to it and the host can't really do a thing with it anymore.
